Various civic and labor groups plan to rally in downtown Seoul Nov. 12. Organizers have announced the following demonstrations:

  • 14:00: The Korean Confederation of Trade Unions (KCTU) plans to rally between Sungnyemun and Seoul City Hall.

  • 15:00: The New Freedom Coalition plans to gather in the Samgak area to call for investigations into former government officials.

  • 17:00: The Candlelight Alliance plans to demonstrate near the Samgak area over the government’s alleged poor response to the Oct. 29 crowd crush in Itaewon.

Thousands of people could attend the events.

Police will deploy to monitor the protests. Officers will implement traffic control measures along Sejong-daero; additional security measures are possible if significant rallies occur. Localized transport disruptions are likely near protest sites, especially if activists block and/or march along roadways. Officials have warned of traffic congestion and advised the public to use public transport in downtown Seoul during the rallies. Business disruptions are possible. Violence is unlikely, though minor skirmishes between police and protesters may occur, especially if participants attempt to gather in unauthorized areas or breach security cordons.
