Officials have confirmed that a security operation at a hotel in Kabul's Shahr-e Naw area has concluded as of late Dec. 12. Security personnel deployed to the site after unidentified assailants attacked a hotel in the area at approximately 14:30. The security operation left at least three of the attackers dead. Authorities have stated that two foreign nationals were injured when fleeing the site but that no other civilians were injured during the attack; however, a local humanitarian organization has indicated that at least 21 casualties were received at their medical complex. Various sources indicate the assault occurred at the 'Chinese' hotel or 'Kabul' hotel. No group has claimed immediate responsibility for the incident.

Authorities are maintaining a heightened security posture in the impacted area. Increased security measures, such as security cordons and enhanced checks, are likely through at least the evening of Dec. 12. Associated localized transport and business disruptions may occur. The possibility of additional security incidents, especially targeting foreign diplomatic missions and assets, cannot be ruled out.

Context

The Dec. 12 attack follows a day after a high-profile bilateral diplomatic meeting took place between the Chinese ambassador and Afghan deputy foreign minister.

Similar armed assaults have occurred over the preceding months. On Dec. 2, armed assailants targeted the Pakistani Embassy in Kabul's Karte Parwan area, killing one security guard. The incident developed after several bilateral meetings between the foreign ministers of Afghanistan and Pakistan. Authorities detained a suspected Islamic State-Khorasan (IS-K) suspect, an Islamic State militant group affiliate. Another incident occurred at the Russian Embassy along Kabul's Darulaman Road on Sept. 5; the attack left six people dead, including two Russian embassy staff members.

The latest attack highlights the elevated threat against Chinese personnel and assets inside Afghanistan. In recent months, IS-K-led publications have indicated the increased likelihood of militants targeting regional development projects. However, IS-K forces are more likely to target Taliban personnel perceived to be cooperating with Chinese companies and authorities, as foreign targets receive greater security protection.
