Authorities are enacting eased COVID-19 measures in Guangzhou, Guangdong Province, as of Dec. 1. Officials will lift lockdown measures in temporary control zones for all 11 districts, except for designated high-risk areas. The government will also ease mass testing measures and gradually resume subway and tram services.

Authorities continue to impose tighter curbs in locations classified as high risk. Residents in high-risk locations must remain at home; exceptions may be possible for emergencies and essential reasons. Officials restrict travel to and from the affected communities. Authorities maintain measures for three days after the latest confirmed community case and continue testing before easing restrictions. Officials have typically conduct mass testing, halt dine-in services, close entertainment facilities, and suspend nonessential business operations in high-risk areas.

Transport services likely remain suspended high-risk areas. Lockdown measures could impact industrial zones, potentially leading to production delays and supply chain disruptions. Flight disruptions are possible at Guangzhou Baiyun International Airport (CAN) due to decreased demand.

Further demonstrations against COVID-19 measures are possible in the coming days. Protests against the curbs have occurred since Nov. 15, with some gatherings resulting in sporadic violence and damage to COVID-19 testing sites. Most recently, protesters reportedly threw objects and clashed with security personnel during related demonstrations in Haizhu District Nov. 29, prompting police to arrest some participants. Authorities will almost certainly deploy a heavy police presence if protests occur and will move quickly to arrest and disperse participants. Further clashes between protesters and security forces are possible. Localized transport disruptions may occur near demonstrations.
