Farmers continue to stage protests in Punjab State, India, as of Dec. 6. Increased security, disruptions likely.

Farmers affiliated with the Kisan Mazdoor Sangharsh Committee (KMSC) continue to stage protests across Punjab State as of Dec. 6 to denounce the chief minister's recent criticism of disruptive farmer blockades and demand the state government's announcement of minimum support prices for crops. Activists have been holding indefinite statewide sit-in demonstrations outside deputy commissioner offices since Nov. 26. On Dec. 12, demonstrators plan to gather outside the offices of ministers and legislators across the state. Activists have also threatened to protest at toll plazas Dec. 15-Jan. 15 if their demands remain unmet.
Additionally, the KMSC and other farmer unions may stage rallies along highways in various districts, especially in Amritsar, Bathinda, Hoshiarpur, Faridkot, Mansa, and Patiala. The Bharatiya Kisan Union (BKU) recently suspended its plan to block various highways; however, additional actions, such as rail and road blockades, by other groups cannot be ruled out. Hundreds of people may attend larger rallies at district headquarters. Significant disruptions to business operations in urban centers are unlikely.
Heightened security and localized transport disruptions may occur during well-attended demonstrations. Additional gatherings are possible, especially near other government buildings, public squares, and major roadways. Police may attempt to forcibly disperse especially disruptive crowds, potentially prompting clashes and mass arrests. Ground shipping and/or train services may face temporary disruptions during any blockade actions.
Advice
Avoid all demonstrations and navigating roadblocks due to possible violence. If clashes break out, leave the area immediately and take shelter in a secure, nongovernmental building. Confirm transport reservations, road status, and deliveries across Punjab State until the action ends. Heed all official security and transport advisories.
