The outlawed Communist Party of India Maoist (CPI-Maoist) has called for a shutdown strike (bandh) across Jharkhand State Jan. 22 to protest the recent detention of two leaders. The strike could prompt associated transport and commercial disruptions in Maoist-affected areas of Jharkhand, especially the districts of Garhwa, Giridih, Gumla, Khunti, Latehar, Palamu, Simdega, and West Singhbhum.

The CPI-Maoist group does not have significant operational capabilities in urban areas; hence, the strike is unlikely to have security implications for persons operating exclusively in major cities. During the strike, insurgents may attempt to attack security personnel, government offices, development projects, and public infrastructure in rural areas. Police and paramilitary forces may deploy additional personnel to potential target sites. Clashes between CPI-Maoist fighters and police are possible.

Armed attacks and sabotage targeting businesses and transport operators who do not comply with strike orders are possible. CPI-Maoist rebels have sabotaged long-distance bus operations and train services during previous actions, and similar attacks may occur.
