India: Electricity workers threaten to strike across Maharashtra State Jan. 4-6

Electricity workers threaten to strike in Maharashtra State, India, Jan. 4-6. Disruptions likely; protests possible.

Warning

Event

Unionized electricity workers of three state-owned power companies have threatened to strike across Maharashtra State Jan. 4-6. The purpose of the action is to denounce the government's privatization of electric utility companies and demand several concessions. Unless averted, the work stoppage will likely cause electricity supply disruptions throughout the state. Organizers claim nearly 86,000 employees as well as some 42,000 contract workers and security guards will participate in the action.

Although there were no immediate announcements for any related gatherings, strike participants may stage demonstrations during the labor action period; on Jan. 2, around 15,000 employees protested outside the district collector's office in Thane. Typical rally sites include power utility and district collectors' offices, government buildings, public squares, and major thoroughfares. Well-attended demonstrations are likely to draw thousands of participants.

Authorities will likely monitor any rallies and may attempt to disperse especially disruptive gatherings. Isolated clashes between activists and police cannot be ruled out. Localized transport disruptions are likely as activists may block or march along roadways and in areas with malfunctioning traffic signals. Disruptions to business and telecommunications, including cellular and mobile services, may occur. Power outages could result in the temporary unavailability of essential services, such as ATMs and gas stations. Blackouts could adversely affect security protocols, including alarm systems and electronic fences; opportunistic criminal activity could increase during electricity outages.

Advice

Exercise caution if operating in Maharashtra State Jan. 4-6. Avoid any demonstrations as a standard security precaution. If violence erupts nearby, seek shelter at a secure, nongovernmental building. Allow additional travel time near sites where gatherings occur. Plan accordingly for possible localized business disruptions. Charge all communication and portable electronic devices when possible. Unplug electronic equipment that is not connected to surge protectors. Verify that security systems are working, including after power is restored. Ensure that generators are functional and fully fueled.
