Activists are likely to continue to stage demonstrations in Dalian, Liaoning Province, and Wuhan, Hubei Province, into at least late February to denounce government reforms to the public health insurance system. Hundreds of activists have gathered in both cities in recent days to stage related demonstrations. Additional protests are likely near municipal government buildings and public squares, as well as along major thoroughfares.

Officials are likely to deploy a heightened security presence to sites where demonstrations materialize; police typically disperse such gatherings promptly. Clashes between activists and police cannot be ruled out. Transport disruptions are possible, especially if demonstrators attempt to block traffic or march along roads.
