India: The All India Trinamool Congress party plan rallies in south Kolkata, West Bengal State, March 29-30

West Bengal Chief Minister Mamata Banerjee will lead a sit-in protest near the Ambedkar statue along Kolkata's Red Road, 12:00 March 29 until evening March 30. Her party - the All India Trinamool Congress (AITC/TMC) - will also hold a protest at Shaheed Minar, March 29. The actions mark the start of planned demonstrations across the state through April to denounce alleged bias by the central government in allocating funds for West Bengal State. The Bharatiya Janata Party will hold a counter-rally at Shyambazar Metro Station March 29, while civil servants protesting since January for allowance hikes will demonstrate March 30. Other groups aggrieved by the state government may also organize counter-protests. At least a few hundred people will join each rally.

Police will certainly deploy to TMC events to guard the chief minister. Security personnel will also likely monitor large gatherings and may attempt to prevent or control disruptive crowds. The highest potential for violence is at rallies by opposition parties and/or worker groups; officials have previously used tear gas and water cannons to disperse such gatherings. Demonstrators may clash with police and/or rival groups. Traffic restrictions, including road closures and traffic diversions are likely in south Kolkata during rallies. Localized transport disruptions may also occur if activists march on, or block roads. Local businesses may close or alter opening hours if violence breaks out.

Advice

Avoid protests due to possible violence. Do not navigate roadblocks as a precaution. If clashes break out, leave the area immediately for a secure, nongovernmental building. Allow additional travel time near the rally. Confirm transport reservations and road status in the affected area. Heed all security and traffic advisories.
