Warning

Event

Disruptions are ongoing across Vanuatu as of March 6 following the passage of Tropical Cyclones Judy and Kevin. Judy tracked over Vanuatu Feb. 28-early March 2, while Kevin impacted the country March 2-4. Officials have declared a six-month national state of emergency across the country.

The storms have caused widespread power outages and damage. The worst affected provinces are Malapa, Penama, and Shefa. Recovery operations are ongoing in many areas to restore power, water, road access, and other essential services. Power remains disrupted in Port Vila. Authorities have warned residents to refrain from using river water for cooking and drinking due to contamination. The southern islands of Vanuatu remain cut off due to downed communication lines. Many schools and healthcare facilities have been affected, with many sustaining considerable damage.

Air Vanuatu (NF) has resumed some international flights at Bauerfield International Airport (VLI); three flights connecting the airport to Fiji, New Zealand, and Australia March 6, five flights connecting the airport to Fiji and Australia March 7, and two flights connecting the airport to New Caledonia March 8. All domestic flights remain suspended pending assessment on the airports. The airline is reviewing services to Espiritu Santo and Tanna islands; flights are likely to commence over the coming hours or days.

Protracted transport and business disruptions are almost certain as emergency crews continue recovery efforts; utility disruptions will probably occur over the coming days and weeks. Shortages of fuel and other essential goods are likely. Driving conditions may be difficult on rural routes and regional highways.

Advice

Monitor local media for updates and advisories on weather conditions. Make allowances for possible supply chain disruptions in affected areas. Do not drive on flooded roads. Charge battery-powered devices in case prolonged electricity outages occur.

Use extreme caution in low-lying areas and near streams, creeks, and other waterways due to the potential for flooding. Seek updated information on road conditions before driving or routing shipments through areas where flooding has occurred. Confirm flights before checking out of hotels or driving to the airport; clearing passenger backlogs may take several days in some locations.
