Event

The Angolan Students' Movement (MEA) plans to hold five weekly nationwide protests through mid-May to demand the reopening of universities. Public tertiary education establishments have been closed since a teacher's strike led by the National Union of Higher Education Teachers (SINPES) began in late February to demand higher wages, better working conditions, health insurance, and increased consideration from authorities, amongst other demands. The demonstrations are planned on the following dates and at the following locations:

  • April 15-16: Largo das Heroinas plaza, Luanda

  • April 22-23: Praca do Sao Paulo plaza, Luanda

  • April 29-30: Cemiterio da Santa, Luanda

  • May 6-7: Largo das escolas plaza, Luanda

  • May 13-14: Citizen Services (SIAC) offices in Talatona, Luanda

Protests are likely near public universities and government buildings, especially in Luanda. Heightened security and localized traffic disruptions are likely near any protests that materialize. Violence, while unlikely, remains possible. Clashes may also occur if protesters are overly disruptive or are forcibly dispersed by police.

Context

SINPES has been on strike since Feb. 27, following previous strikes dating back to late 2021. Since, tensions between striking teachers, students, and authorities have steadily increased, with reports of death threats being sent to a SINPES leader.

Advice

Plan for disruptions at educational facilities during strike periods. Avoid all protests to mitigate associated disruptions. Abide by all official directives. If violence occurs, take refuge in a nearby non-governmental building.
