Unidentified assailants kidnap three, including a diplomat, in Port-au-Prince, Haiti, April 15.

Informational

Event

Unidentified assailants kidnapped three people, including the deputy-general consul of St. Kitts and Nevis, on Delmas 31 road in Port-au-Prince April 15. The victims were reportedly visiting relatives and attending a festival. The three were traveling in a private vehicle as part of a convoy when heavily armed individuals ambushed them, seized them, and burned two vehicles in the convoy. The victims were businessmen, with at least one operating a local enterprise; the assailants almost certainly seized them for ransom. Reports indicate that nearby people were hurt in the incident.

Context

The presence of gangs in the greater Port-au-Prince area is likely to continue increasing the risk of kidnapping for those traveling between Port-au-Prince and Haiti's northern and eastern regions. Kidnappings remain one of the main sources of income for gangs operating in the country and the police lack the capabilities to combat violent crime. The country's elevated crime levels, including kidnapping, coincide with Haiti's severe economic and political crisis.

Advice

Heed the directives of local authorities. Exercise a high degree of vigilance due to the threat of attacks and kidnappings. If operating in the area over the long term, do not discuss plans or travel routes publicly, vary routes and times of travel, and ensure the use of secure transport. Avoid nonnessential road travel. Maintain contact with diplomatic representations.
