Heightened tensions likely amid rocket attacks in Israel and PT through mid-April. Communal violence possible.

Heightened tensions are likely through at least mid-April amid exchanges of fire between the Israel Defense Forces (IDF) and Palestinian militant groups. The latest violence is in response to Israeli security forces storming the Al-Aqsa mosque after Palestinian worshippers barricaded themselves inside and refused to leave on April 4. Since the incident, Israeli security forces have increased their presence near the mosque and surrounding areas in anticipation of additional violence.

Following the incident at the mosque, Gaza-based militants began launching rockets into southern Israel, which prompted IDF's retaliatory strikes. On April 6, at least 34 rockets were launched from Lebanese territory by Palestinian militants toward northern Israeli regions, resulting in the IDF's airstrikes targeting open areas in Qalili and Maaliya in Lebanon and locations in the Gaza Strip. The rocket attacks from Lebanese territory wounded at least three Israelis.

Projectile fire from the Gaza Strip continues to target southern Israeli communities; dozens of rockets were fired from the territory April 6-7, activating sirens in Ashkelon, Yated, Sderot, Ibim, Gavim, and several other areas. These attacks have prompted the IDF to mobilize military reservists and increase security measures nationwide.

As tensions continue, militants will likely attempt to attack Israeli forces and civilians in Israel and the West Bank. On April 7, Palestinian militants killed two Israeli citizens and wounded one other person near the Israeli settlement of Hamra in the West Bank. Further similar attacks remain possible.

Communal violence also cannot be ruled out over the coming days. During previous heightened tensions, clashes between members of the Jewish and Arab communities have occurred in Israel, primarily in mixed-population towns. Violence also could increase between settlers and Palestinians in the West Bank. Following militant attacks previously, Israeli settlers have engaged in violence against Palestinians in the West Bank, including in Huwara.

Increased security measures will almost certainly result in localized transport and business disruptions.

Context

Tensions were stoked by the April 4-5 clashes at the Temple Mount/Al-Haram as-Sharif compound in East Jerusalem. Israeli security forces stormed the Al-Aqsa Mosque after Palestinian worshippers barricaded themselves inside and refused to leave. The ensuing clashes left dozens of Palestinians wounded, with some 350 being arrested. Gaza-based militants have continued to launch projectiles into southern Israel since the incident at the mosque.

Advice

Strictly heed the instructions of authorities. If incoming mortar rounds or rockets are reported or warning sirens sound in the general vicinity, report to the nearest bomb shelter and await further instructions from authorities. If there is no shelter nearby, stay indoors, away from windows and exterior walls. If possible, move to a ground floor or basement.

Remain vigilant in all areas of Israel and the Palestinian Territories over the coming days due to the high potential for violence. Avoid any demonstrations that may materialize. Confirm the availability of transport and allow additional time to reach destinations in the vicinity of any demonstrations. Heed the instructions of security personnel. Monitor local media and liaise with trusted contacts for updates on protest activity as organizers may not announce plans in advance.
