Papua New Guinea: Communal fighting ongoing in Porgera, Enga Province, as of April 28

Fighting between the Nomali and Aiyala communities continues in Porgera, Enga Province, as of April 28. Tensions between the two groups have been high for several years due to a dispute over a Digicel network grid tower. Delayed reports indicate that related clashes and looting killed at least six people on the evening of April 26, bringing the death toll to around 21 people since the fighting began on March 6. Additionally, there have been incidents of armed robbery targeting supply trucks and passenger buses traveling between Laiagam (LGM) and Kairik (KRK) airports, as well as kidnappings of local residents. Officials have raised concerns regarding the security situation at the Porgera mine, which is set to reopen after a two-year closure.

While authorities have deployed additional security personnel to the area, law enforcement agencies remain generally under-resourced and are unable to respond effectively. Security personnel will likely increase patrols in the area and erect roadblocks in areas where clashes occur. Members of both communities could also clash with security forces. Arson attacks, as well as vandalism and looting, remain possible over the coming weeks.

Businesses and schools have closed indefinitely amid the fighting or are operating on reduced schedules; commercial disruptions are likely until the fighting subsides. Security measures and/or clashes could trigger localized transport disruptions.
