Pakistan: By-elections for local government bodies across Sindh Province to occur May 7

Local government by-elections scheduled in Sindh Province, Pakistan, May 7. Tight security certain. Protests and violence possible.

Warning

Event

By-elections for 56 local government seats across Sindh Province will occur May 7. Voting areas include Hyderabad, Karachi, Larkana, Nawabshah, and Sukkur. It is unclear when officials will announce the outcome; results typically arrive within two days. The tightest contest is likely for the 11 seats up for by-polls in Karachi, as their results will determine the city's mayoral post.

Authorities will bolster security to maintain law and order in various constituencies as a precaution. Officials will deploy over 6,700 security personnel at the 449 polling stations across the province. Political violence typically spikes in the run-up to, during, and after elections. Acts of intimidation and attacks on political party offices, candidates, and supporters could occur provincewide. Clashes between rival political factions, as well as between party supporters and police, are possible during political rallies and polling. There is a higher potential for violence in major cities like Karachi. Heightened security measures are likely near all voting and demonstration sites. Police may establish roadblocks near polling stations to enhance security, leading to localized traffic disruptions.

Protests are possible ahead of and after the elections. Political parties could hold demonstrations over perceived electoral irregularities, with any losing opposition parties likely to focus on potential interference by the Pakistan People's Party (PPP) currently ruling the province. Popular gathering venues include public grounds and squares and major intersections in central areas of cities. Localized business and traffic disruptions will probably occur near rally sites. Police typically quell opposition protests with force, such as water cannons, batons, and tear gas. Temporary suspension of public movement and telecommunication services are possible in case of significant violence.

Advice

Prepare for increased security - potentially including roadblocks and identification checks - in the affected districts until the end of the elections, especially on polling days. Avoid political party offices, political rallies, polling stations, and government buildings, where political unrest is most likely to occur. If a large mob begins forming, immediately leave the area or seek shelter in a secure, nongovernmental building. Allow additional time for travel near election events.
