Pakistan: Increased security likely in parts of Balochistan Province through at least late April following recent incidents

Tight security is likely in parts of Balochistan Province, Pakistan, through at least late April after recent incidents amid re-polling.

Warning

Authorities will likely maintain an enhanced security posture in parts of Balochistan Province through at least late April following recent incidents in various regions amid a re-polling process. In recent days, armed assailants have carried out small-scale attacks near election activities in Balochistan Province. These include a fatal rocket attack at a Pakistan People's Party (PPP) office in Kohlu District on April 23, as well as rocket attacks and a landmine explosion on April 24, leading to a temporary voting suspension. Activists held a related protest citing alleged irregularities in the electoral process in Kohlu on April 24. Additionally, the government has continued its routine security operations in several areas, including Pishin District, where three militants were killed and another suspect was detained between April 22-23.

Officials will likely increase their security presence in the affected areas and some surrounding regions depending on operational needs. The government could impose enhanced security restrictions, including vehicular checks. Further small-scale security incidents, including explosions, are possible. Additional related protests may occur, with potential gathering sites including polling stations, government buildings, public squares, and thoroughfares. Clashes between activists and police cannot be ruled out. Associated localized transport and business disruptions are likely.

Exercise increased caution if operating in Balochistan Province. Avoid all demonstrations as a standard precaution. To the extent possible, minimize exposure to possible militant target sites, such as polling stations, political party offices, public transportation hubs, and markets. Depart the area at the first sign of any security disturbance. Plan accordingly for potential localized transport and business disruptions. Always maintain contact with your diplomatic mission. Heed all official transport and security advisories.

A high terror threat remains in Pakistan, with Balochistan and Khyber Pakhtunkhwa provinces experiencing the majority of fatalities and attacks in the first quarter of 2024. Recent trends indicate a worsening operational environment in Balochistan due to an increase in the frequency of attacks. According to the Centre for Research and Security Studies (CRSS), a non-governmental organization based in Islamabad, approximately 245 incidents have resulted in an estimated 432 fatalities and 370 injuries from terror attacks and security operations. In Balochistan, several separatist groups, such as the Balochistan Liberation Army (BLA) and Balochistan Liberation Front (BLF), operate in the region.
