Additional protests are likely in Azad Jammu and Kashmir through at least early December. In recent days, several demonstrations have occurred in multiple locations, including Kotli and Rawalakot, to denounce the government’s decision to enforce a public ordinance that requires prior legal permission for public gatherings. Activists affiliated with the Jammu Kashmir Liberation Front (JKLF), National Awami Party (NAP), and other organizations have led the demonstrations. Clashes during a related protest in Kotli on Nov. 21 injured at least 30 people, including eight law enforcement personnel. Officials also alleged that demonstrators damaged vehicles and public property during the protest.

The Joint People’s Action Committee has called for a shutdown strike in Azad Jammu and Kashmir from Dec. 5 to denounce the abovementioned ordinance. Additional gatherings, including marches, are likely and may spread to other areas of the region, including Muzaffarabad. Counterdemonstrations could materialize on short notice. Potential rally sites include places of worship, government buildings, public squares, and major thoroughfares. Well-attended events may attract thousands of participants.

Authorities will likely monitor any such gatherings as a precaution. Depending on operational needs, officials may impose security restrictions, including temporary internet and other telecommunications curbs. Further clashes between police, activists, and members of opposing groups cannot be ruled out. Isolated security incidents, including arson and vandalism, are possible. Disruptions to local businesses and transport services are likely.

As a precaution, avoid any demonstrations that materialize. Keep away from locations where security personnel appear to be deploying, and leave the area at the first sign of any security disturbance. Allow additional travel time near gathering sites. Plan accordingly for potential localized business disruptions. Heed all official transport and security advisories.
