India and Papua New Guinea are set to co-host the Forum for India–Pacific Islands Cooperation (FIPIC) summit in Port Moresby May 22. Leaders representing 14 Pacific Island countries as well as Indian Prime Minister Narendra Modi will attend the meeting, prompting the government to declare a public holiday in Port Moresby May 22. Delegates may also travel to other locations in the country, such as Bitapaka, East New Britain Province, in the lead-up to the summit.
Tight security measures, traffic restrictions, and flight disruptions at Jacksons International Airport (POM) are certain May 18-22. Officials will block roads near event sites and routes used by delegates, including arterial roads. Localized transport disruptions and rerouting of public buses are likely. Authorities may also periodically close the runways at POM for the arrival and departure of heads of state; these include the arrival of Modi May 21. Intensified security measures may cause screening and ground travel delays at POM, as foreign leaders arrive and depart Port Moresby May 18-22.
Protests over domestic issues are possible in the lead-up to and during the summit in Port Moresby. Demonstrations are most likely near transportation hubs, government buildings, public squares, as well as along major thoroughfares. Clashes between security forces and protesters may occur, especially if officials attempt to disperse gatherings. Violent protests involving arson, vandalism, and gunfights cannot be ruled out. Security forces may use tear gas or live ammunition to control violence.
