Updated reports indicate PMC Wagner Group forces have gained control of Rostov-on-Don, including the city's Southern Military District headquarters, the Interior Ministry, Federal Security Service (FSB), and the Rostov administration buildings, as of the morning of June 24. Witness accounts and unverified reports suggest PMC Wagner Group forces started moving into the city beginning early June 24 despite the Russian government's "Fortress Plan" to secure critical government facilities and infrastructure in the city. The move occurred largely peacefully, as local Russian forces reportedly did not attempt to resist PMC Wagner Group forces from entering the city. Witness reports claim PMC Wagner Group forces shot down at least two Russian military helicopters that allegedly fired at their convoys during their transit through Rostov Oblast. Rostov Region Governor Vasily Golubev has advised residents in Rostov-on-Don to remain indoors; he also announced the cancellation of all public events in the city through at least June 25.
