Officials are tightening security measures across Ecuador for the Aug. 20 general elections. Authorities are deploying over 100,000 police and military personnel to protect dozens of candidates and augment security at key locations. Increased security will likely be in place over the coming days at campaign events and election-related facilities.

As part of the heightened security measures, authorities may close roads, particularly near polling stations, causing disruptions to business operations and transport; security-related transport disruptions are possible into at least early Aug. 21. Election-related demonstrations are also possible, especially in the event of any political violence or if any party refuses to accept the results. Clashes between supporters of rival political groups cannot be ruled out before, during, and after the vote, particularly in urban areas.

Context

The elections are particularly sensitive given the Aug. 9 assassination of Fernando Villavicencio, the presidential candidate of the Movimiento Construye (MC25) party. The killing spurred President Guillermo Lasso to declare a state of emergency that allows the armed forces to engage in law-enforcement activities, such as providing additional security at campaign and election sites. The assassination also prompted protest activity in several cities.

Exercise caution in the lead-up to and during voting, particularly near large gatherings and in the proximity of polling stations. Make allowances for possible localized transport disruptions near such stations. Avoid any demonstrations that materialize as a precaution. Heed the instructions of security personnel.
