Further post-by-election rallies and associated clashes are possible in multiple locations across India over the coming days after related unrest occurred Sept. 8. Officials announced the results of the by-elections on Sept. 8; voters cast ballots earlier in the week for assembly seats in Bageshwar, Uttarakhand State; Boxanagar and Dhanpur, Tripura State; Dumri, Jharkhand State; Dhupguri, West Bengal State; Ghosi, Uttar Pradesh State; and Puthuppally, Kerala State. Clashes between youth activists from the Indian National Congress (INC) and the Communist Party of India (Marxist) left at least five people injured in the Manarcadu area after authorities announced the results for the Puthuppally seat; officials dispersed the crowds by using baton charges. Also, in Murshidabad District, West Bengal, activists reportedly attacked a police station following a rally by opposition political parties in the Godhonpara area.

Any additional rallies that materialize could occur in areas outside of where the by-elections took place on Sept. 8 but are unlikely to be organized in major urban centers. Potential gathering sites include political party offices, police stations, government buildings, public squares, sports grounds, and thoroughfares. Officials maintained an increased security presence in the impacted areas on Sept. 8 and will almost certainly disperse unruly gatherings. Further clashes between police and activists, as well as between members of rival political groups, cannot be ruled out. Additional isolated security incidents, including acts of vandalism, could occur. Although unlikely, officials may enact enhanced restrictions, including vehicular checks, in the event of significant violence. Demonstrators will probably march along or block roadways, causing localized transport disruptions. Localized business disruptions are possible in any areas where additional rallies materialize.

Avoid any demonstrations that materialize due to possible violence. Depart the area at the first sign of any security disturbance. Allow additional travel time near gathering sites. Plan accordingly for possible localized business disruptions. Heed all official transport and security advisories.
