Heightened ethnic tensions in northern Kosovo will likely continue in coming days, following armed attacks Sept. 24. As of Sept. 25, the armed response operations have ended in the vicinity of Banjska, however roadblocks and traffic disruptions are likely to continue. Kosovo authorities will maintain heightened security in the area of Banjska, at border crossings, and across the northern regions through late September. Local sources report the security situation as tense but calm.

The security situation is likely to remain heightened in the near term. Kosovo police forces are likely to maintain a increased degree of patrolling and vigilance in coming days, particularly in the majority ethnic Serb areas including Mitrovica. The NATO Kosovo Force (KFOR) will also likely step up their presence and posture in the north of the country. Border security will likely be increased, with increased documentation and vehicle checks at crossing points to Serbia. Small-scale acts of defiance against security checks are possible, as are vandalism and roadblock protests by ethnic Serbs in northern Kosovo. Demonstrations by local communities and low-level clashes with security forces are possible. Security forces will likely respond swiftly and robustly to any incident.

Context

Early on Sept. 24, a group of 30 men reportedly attacked a Kosovar police unit in the area of Banjska, killing one and wounding another. The attackers reportedly wore military style uniforms and masks, and reportedly carried out the attack using automatic assault rifles, grenades, and shoulder-launched weapons. Banjska is around 55 km (35 miles) northwest of Pristina.

The attackers then retreated into an Orthodox monastery at Leposavic, a few kilometers further north. Local police forces later stormed the building, and three gunmen were killed. The police claim to have recovered weapons and equipment, but have not yet issued further details.

Multiple security-related incidents have been reported in northern Kosovo following the local elections in May 2023. Isolated incidents, protests, and clashes have occasionally increased tensions in the region through 2023.

KFOR, the NATO-led international peacekeeping force in Kosovo, has increased its presence at the border with Serbia in response to heightened tensions and security incidents. KFOR personnel reportedly remain ready to respond in case of further incidents.
