India: Increased security likely in New Delhi and Mumbai through at least early November after Oct. 29 Kerala explosion

Increased security likely in New Delhi, Mumbai, India, through at least early November following explosions in Kerala.

Warning

Authorities will likely maintain an enhanced security posture in New Delhi and Mumbai through at least early November as a precaution in the aftermath of three explosions that targeted the Zamra International Convention Center in Kalamassery, Kerala, on Oct. 29. A series of improvised explosive devices detonated during a Jehovah's Witness religious gathering at the facility, leaving at least three people dead and 50 others wounded. Police have apprehended one suspect who claimed responsibility for the attack and are continuing their investigation.

The Indian government has reinforced the police presence in various crowded public spaces and gone on high alert in the two cities, after having already heightened security in several locations ahead of certain upcoming scheduled sporting events and religious festivals. Amid tensions arising out of the Israel-Hamas conflict, authorities have also tightened security near minority religious, community, and cultural sites and neighborhoods with significant Jewish populations, as well as near the Embassy of Israel in New Delhi.

Officials may impose restrictions on movement, including vehicular checks, based on operational needs. Authorities could also expand measures to encompass additional areas, including other major centers, depending on the severity of the perceived threat. Associated localized transport and business disruptions are likely. Related demonstrations are possible over the coming days. Potential gathering sites include prominent religious and cultural sites, government buildings, public squares, and thoroughfares. Well-attended gatherings could draw hundreds of participants. Isolated security incidents and clashes between police and activists cannot be ruled out.

Exercise increased caution if operating in or near New Delhi and Mumbai. Keep away from locations where security personnel appear to be deploying. Depart the area at the first sign of any security disturbance. Confirm business appointments, transport reservations, deliveries, and road status. Do not check out of accommodations before confirming onward travel. Carry proper identification documents to present at security checks. Maintain contact with your diplomatic mission. Heed all official transport and security advisories.
