Kazakhstan: Authorities implementing enhanced security nationwide Oct. 24-26 to dissuade Republic Day protests /update 1
Authorities enforcing heightened security across Kazakhstan Oct. 24-26 for Republic Day. Protest attempts likely despite nationwide ban.
Event
Authorities will implement heightened security measures across Kazakhstan Oct. 24-26 amid the threat of protests by the banned opposition group Democratic Choice of Kazakhstan (DVK), which intends to hold gatherings to mark Republic Day on Oct. 25. An additional 20,000 law enforcement officers and National Guard members will patrol public gathering areas.
DVK has announced anti-government demonstrations in 21 cities from 12:00 Oct. 25. Although organizers have not published plans to protest in Astana, demonstrations by like-minded activists are possible. Authorities have stated that they will not allow scheduled protests to move forward as planned, and local media reports that dozens of suspected activists have already been arrested or are under surveillance. Some proposed DVK protest locations include:
Almaty: Central Park (Gorky Park)
Semey: Monument of M. Auyezov (Auyezov Avenue)
Shymkent: Arbat (Beibitshilik Street between Respublika Avenue and Al-Farabi Square)
Taraz: Arbat (Tole Bi Street)
Qaraghandy: Central Park
Police checkpoints and random stops are likely nationwide, particularly in urban centers. Forceful police responses are likely at any protests that form, and clashes between demonstrators and law enforcement officers cannot be ruled out.
Advice
Strictly heed all instructions from law enforcement officers. Keep required identification on your person at all times and be prepared to be approached by law enforcement officers. Allow additional time if traveling in urban centers, particularly near Republic Day festivities. Avoid all demonstration areas as a standard precaution. Immediately depart the area at the first sign that any security disturbance may occur.
