Kyrgyzstan: Authorities to deploy increased security in Bishkek and parts of Chuy Region for CIS Summit Oct. 12-13

Kyrgyz authorities will tighten security and impose several temporary road closures in Bishkek and nearby areas of Chuy Region Oct. 12-13 as the nation hosts the 2023 Commonwealth of Independent States (CIS) summit. Heads of state and other dignitaries from most CIS member nations will attend the event. Security will be particularly heavy considering that Russian President Vladimir Putin plans to travel to the Kyrgyz capital for the summit. While the government has remained largely silent concerning specific measures to be implemented, authorities have confirmed that over 4,000 additional law enforcement officers and 250 vehicles will be deployed to maintain security. There has as yet been no official statement concerning the primary venue for the summit; however, preliminary information suggests that at least some related events will take place at the Ala-Archa State Residence (presidential mansion).

Temporary road closures will be imposed along specific routes to facilitate the passage of motorcades carrying dignitaries. Such closures will only be in effect when motorcades are transiting, with the thoroughfares in question remaining open at all other times. However, authorities have released no information concerning specific time frames when traffic along the affected roadways may be suspended; hence, disruptions could occur with little to no warning. Routes subject to closures include Fuchik Street, Chuy Avenue, Manas Avenue, Chingiz Aymatov Street, D. Sadyrbaev Street, Yu. Abdrakhmanov Street, Silk Road Avenue (Zhibek Zholu), and the Bishkek-Naryn-Torugart Bypass.

Service along some public bus and trolley routes will be suspended or operating on modified schedules for the duration of the summit. Some security-related flight disruptions are possible at Manas International Airport as visiting delegations are arriving and departing.

Allow extra time for ground travel in Bishkek and nearby areas of Chuy Region through Oct. 13. Strictly heed all instructions from authorities. Remain courteous and cooperative if approached and questioned by law enforcement personnel; carry proper identification and travel documents on your person at all times. Reconfirm flight schedules if booked to fly via FRU Oct. 12-13; allow extra time to clear airport security.
