Additional clashes are possible in the coming days in Rabaul Town, East New Britain Province, as of Oct. 4. Fighting between two rival groups reportedly occurred between 00:00-06:00 Oct. 2, killing at least two people. Incidents of looting and arson of shops and residential homes also occurred. While the cause of the fighting remains unclear, the police stated that the security situation has since returned to normal.

Authorities will likely deploy additional security personnel to the area; however, law enforcement agencies remain generally under-resourced and are unable to respond effectively. Security personnel will likely increase patrols in the area and erect roadblocks in areas where clashes occured. Members of both rival groups could also clash with security forces. Further arson attacks, as well as vandalism and looting, remain possible over the coming days.

Exercise caution if operating in Rabaul. Check with local contacts on the status of roads before driving in the town and surrounding areas; use alternative routes to avoid likely areas for clashes and allow additional time to reach destinations. If fighting breaks out nearby, immediately depart the area if movement is possible or shelter in place away from any windows if transport is not feasible.
