Warning

Event

Unionized drivers and operators of passenger jeepneys, UV Express, and multicabs led by Samahang Manibela Mananakay at Nagkaisang Terminal ng Transportasyon, also known as Manibela, plan to stage a nationwide strike in the Philippines, Oct. 16. The purpose of the action is to protest the alleged corruption of the chairman of the Land Transportation Franchising and Regulatory Board (LTFRB) in the approval of the franchise for public utility vehicles (PUVs). Organizers estimate around 240,000 traditional jeepney drivers are expected to join the strike. Participation will be highest in Metro Manila, Cavite, Laguna, Batangas, Rizal, and Quezon in the Calabarzon Region, and Central Luzon Region. Some local governments are deploying alternative bus services, and advising schools and local businesses to operate online. Similar disruptions may affect other locations. The action may be withdrawn at short notice if negotiations with the government succeed.

The walkout will likely cause significant transport and business disruptions. Alternative ground transport services, such as taxis and buses, are likely to face crowding and delays due to increased demand. Employees will likely face difficulties in reaching workplaces, especially in urban centers.

Strike organizers are planning protests at the LTFRB central office, the Department of Transportation, and Malacanang Palace in Metro Manila. The start time is unclear. Other unannounced demonstrations are possible. Thousands of people could join each rally, with the highest attendance likely in Metro Manila.

Strike participants may hold sit-ins and street marches, or block main roads with vehicles. Potential gathering sites include government buildings like regional offices of the LTFRB, transportation hubs, public squares, and along major thoroughfares. Authorities will likely monitor any gatherings and disperse overly disruptive crowds. Minor isolated skirmishes between activists and police cannot be ruled out.

Advice

Confirm all mass transit schedules in advance. Seek alternative means of transport if necessary. Allow additional time to reach your destination if operating in affected regions. Confirm business appointments Oct. 16. Monitor local media for updates on rallies and road conditions, as organizers may not announce demonstrations in advance. Avoid all protests as a standard security precaution; confirm road status. Heed instructions from authorities.
