Activists have launched protests in Asuncion and other locations throughout Paraguay early Dec. 13, to oppose a retirement reform bill being discussed in the National Congress. The main protest is occurring outside Congress in Asuncion. Reports indicate unionized workers and members of opposition political parties have also launched protests and built roadblocks in Ciudad del Este, Concepcion, Villarrica, and San Juan Nepomuceno, among other places.
Heightened security and transport disruptions around the National Congress and other areas of the country are likely through at least Dec. 13. Clashes occurred during similar demonstrations Dec. 12, and cannot be ruled out Dec. 13, especially if the reform bill is approved.
Avoid all protests. Confirm appointments in advance and plan for delays and alternative routes if operating in Asuncion or other cities in Paraguay. Strictly heed instructions from authorities.
On Dec. 12, the Paraguayan Senate approved the bill, which would create a Superintendence to regulate pension payments for retirees. Unions and opposition parties have criticized the bill and the lack of transparency around its debate. The Chamber of Deputies is expected to debate the bill on Dec. 13, during an extraordinary session.
