Further disruptions are likely near the National Congress in Asuncion into at least the early evening of Dec. 12 after police clashed with demonstrators who had gathered as lawmakers debate a bill on pensions and retirement payments. Activists have urged supporters to continue protesting at Plaza del Congreso; university student group are planning to launch a new demonstration outside Congress starting at 14:00.
Heightened security, as well as significant transport and business disruptions, are likely in the area over the coming hours. Further clashes between demonstrators and police cannot be ruled out.
Avoid the area due to the possibility of violence. Strictly follow instructions from authorities. Allow additional time and alternative routes if operating near the National Congress building in Asuncion on Dec. 12.
