Finland: Convoy Finland activist group call for protest in central Helsinki Feb. 10

Convoy Finland activist group to lead protest in Helsinki, Feb. 10; heightened security, localized transport disruptions likely.

Warning

The Convoy Finland activist group is calling for an anti-government demonstration in central Helsinki on Feb. 10. Participants will gather on Mannerheimintie, a central thoroughfare in the city, where they will likely stage go-slow vehicle convoys and rallies from 17:00. Precedent suggests protest actions will focus on the stretch of Mannerhimintie between Parliament House and Citizens Square (Kansalaistori). Although participation levels are unknown, several hundred activists attended previous related demonstrations.

Authorities have not granted permission for the demonstration, and a large police deployment will likely accompany any gatherings that materialize. The demonstration and related security measures will likely result in significant ground transport disruption around Parliament House and the Mannerhimintie. While the organizers have not applied for permission, police are unlikely to disperse the gathering forcefully. Nonetheless, isolated clashes between police and protesters cannot be ruled out, particularly if activists attempt to breach any security cordons. While bystanders are unlikely to be directly targeted in any violence, they would face an indirect threat of harm.

Avoid all demonstrations as a routine security precaution and to mitigate associated disruptions. Heed instructions from security services and leave the area at the first sign of confrontation; do not attempt to pass through any roadblocks. Check for transport disruptions before beginning journeys in Helsinki on Feb. 10; allow extra time for travel and plan alternative routes if necessary.
