Uganda: Officials warn of possible attacks after militant incursion from the DRC, March 16-17

Officials warn that ADF militants infiltrated Uganda from the DRC March 16-17. Heightened security is likely.

Security officials have warned that Allied Democratic Forces (ADF) militants entered Uganda from the DRC March 16-17 and are planning attacks in urban centers, including against places of worship and public events. The Uganda Peoples' Defence Forces (UPDF) have reportedly initiated an operation to apprehend the infiltrators. As of March 20, security personnel have reportedly deployed to areas near the shared border with the DRC.

Officials are likely to enhance security near border crossing points with the DRC and in urban centers near the border. Additional patrols and checkpoints are possible, particularly near areas with a higher threat of being targeted. Officials could further bolster the Ugandan Police Force's presence near religious sites and events during the forthcoming Christian Easter period (March 29-April 1).

Exercise heightened vigilance near potential targets, including bars, schools, religious places, public gatherings, government, diplomatic, security buildings, national parks, and other crowded or sensitive locations. Plan for possible localized disruptions near the shared border with the DRC and areas subject to increased security. Remain cooperative if stopped at a checkpoint. Foreign nationals should always carry their passports, as well as register and maintain contact with their diplomatic missions. Heed all official security and transport advisories.

There is an elevated threat of terrorism in Uganda stemming from various militant groups, including the ADF and Islamic State Central Africa Province (ISCAP). Since 2023, there have been several attacks, particularly along the country's western border; security forces have initiated numerous operations aimed at arresting suspected terrorists. The Uganda Peoples' Defence Forces (UPDF) and the Armed Forces of the Democratic Forces of Congo (FARDC) continue to cooperate under the banner of Operation Shujaa against the ADF in the DRC. The operation was launched in 2021. The operation has resulted in the deaths of dozens of militants and is likely an additional source of motivation for retaliatory violence against targets in Uganda.
