France: Police ban one of two demonstrations scheduled in Paris April 21 /update 2

Police ban anti-racism rally planned in Paris April 21 over security concerns. Pro-Haiti march to go ahead. Increased security likely.

Warning

The Paris Police Prefecture has banned a demonstration against racism and Islamophobia that would have taken place around 14:00 on April 21. Police state the ban has been implemented over security concerns as the rally has the potential to attract groups seeking to clash with police. The demonstration organizers intended to gather participants at Barbes Metro Station before leading a march to Place de la Republique. Activists may gather in defiance of the ban. Accordingly, police will likely deploy in the demonstration area as a precaution.

A second demonstration in Paris calling for solidarity with the people of Haiti remains unaffected by the ban. Participants will rally in Place de la Bastille from 14:30 on April 21. Attendance levels remain unclear.

Previous demonstrations denouncing racism and Islamophobia have attracted several thousand participants. The majority of participants will likely be discouraged from attending by the police ban; however, a core group may still gather, presenting a risk of confrontations with police. Police will likely also deploy in Place de la Bastille to monitor the Haiti solidarity rally; the protest will likely pass off peacefully. Some localized transport disruptions are possible in the vicinity of both gatherings.

Avoid the proposed protest sites as a standard precaution. Allow additional time if traveling near the affected areas. Strictly heed all instructions from law enforcement officers. Immediately depart the area at the first sign that any security disturbance may occur.
