The purpose is to denounce the Public Utility Vehicle (PUV) Modernisation Program ahead of its implementation deadline of April 30. Organizers claim that over 130,000 members nationwide, including 30,000 drivers in Metro Manila, will join the action. Activists opposed to the banning of electronic bicycles and tricycles from major roads in Metro Manila effective April 15 are also likely to join demonstrations. Protest details are not immediately clear, though the largest rallies involving a few thousand people are most likely in urban centers, especially in Manila. Prolonged and/or recurrent strikes cannot be ruled out in the coming weeks, heightening the risk of significant transport disruptions.

Increased demand for alternative ground transport services, such as taxis and buses, will likely prompt crowding and delays nationwide during the action.
