Philippines: Transport unions plan to hold nationwide strike and protests April 15-16 /update 1

Unionized jeepney drivers will hold a nationwide strike and protests April 15-16. Demonstrators will protest at the Land Transportation Franchising and Regulatory Board (LTFRB) in Quezon City from 13:00 April 15 before gathering at Mendiola Street in Manila from 15:00. The purpose is to denounce the Public Utility Vehicle (PUV) Modernisation Program ahead of its implementation deadline of April 30. Organizers claim that over 130,000 members nationwide, including 30,000 drivers in Metro Manila, will join the action. Activists opposed to the banning of electronic bicycles and tricycles from major roads in Metro Manila effective April 15 are also likely to join demonstrations. Prolonged and/or recurrent protests and strikes are possible in the coming weeks, heightening the risk of significant transport disruptions.

Increased demand for alternative ground transport services, such as taxis and buses, will likely prompt overcrowding and delays nationwide during the action. Officials will deploy free patrol vehicles to aid passengers. Employees may experience difficulties in reaching workplaces, especially in urban centers. Authorities have implemented asynchronous classes April 15-16 in all public schools nationwide; teaching and non-teaching personnel will not have to report to schools. Workplaces may implement similar telecommuting arrangements in the event of a prolonged strike. Non-participating jeepneys have also faced vandal attacks during previous work stoppages.

Solidarity protest campaigns, including marches and sit-ins, are likely nationwide, especially near transportation hubs, government buildings like the Department of Transportation offices, public squares, and major thoroughfares. Strike participants may hold sit-ins, street marches, or block roads with vehicles. The National Capital Region Police Office (NCRPO) will deploy 7,000 officers to monitor any gatherings and disperse overly disruptive crowds. While the events will probably pass peacefully, minor isolated skirmishes between activists and police may occur.
