Pakistan: Fresh protests, strikes planned in parts of Azad Jammu and Kashmir from June 25

Activists from the Joint Awami Action Committee (JAAC) plan to restart territory-wide protests in Azad Jammu and Kashmir from June 25 over unfulfilled promises by the government. Officials had earlier agreed to demands such as development funds and subsidies to alleviate inflation after violent and disruptive protests occurred May 8-14; they had also promised to release detained protesters and investigate clashes. Protesters will march towards the territory's entry points for indefinite blockades from June 27 in Poonch Division, June 28 in Mirpur Division, and June 29 in Muzaffarabad Division. If officials prevent the marches, JAAC leaders have threatened to hold general strikes affecting local businesses and transport services.
Activists may hold additional shutdown strikes, transport strikes, marches, and sit-ins in the coming days. Potential gathering sites include prominent government buildings like the Legislative Assembly in Muzaffarabad, public squares, and thoroughfares. Previous well-attended gatherings have drawn thousands of participants; the largest rallies are likely in Muzaffarabad. Arson, vandalism, and clashes between demonstrators and police are possible. Localized transport and business disruptions are likely during prominent actions.
Officials plan to deploy paramilitary forces in the region for at least three months to guard key hydropower projects and as a security precaution following previous unrest. Enhanced measures are possible to prevent or control protests, such as Section 144 orders banning unauthorized public gatherings, internet and telecommunication restrictions, preventive and/or mass arrests, and curfews.
Exercise caution if operating in Azad Jammu and Kashmir over the coming days. Avoid all demonstrations as a standard precaution. Plan for extra travel time near any protest sites. Confirm road status, transport reservations, deliveries, and business appointments in the coming weeks, especially in Muzaffarabad. Depart the area at the first sign of any security disturbance.
