Philippines: Events marking 126th Independence Day to occur nationwide June 12

Philippines to mark 126th Independence Day June 12. Tight security, transport disruptions certain at rally sites; protests possible.

Informational

The Philippines will celebrate its 126th Independence Day (Araw ng Kalayaan), June 12. Official events will likely occur nationwide June 10-12 at government buildings and other key sites, including the Aguinaldo Shrine in Kawit, Cavite Province, the historical site of the proclamation of independence, as well as in Andres Bonifacio National Monument, Quirino Grandstand, and Rizal Park in Manila. The events are likely to pass peacefully.

Authorities announced the partial closure of several roads to facilitate related events and parades, including the following:

  • 23:00 June 11-11:00 June 12: EDSA Southbound Lane toward Balintawak; Rizal Avenue; Samson Road

  • 06:00-10:00 June 12: Roxas Boulevard from TM Kalaw to Padre Burgos Avenue; TM Kalaw from Maria Orosa to Roxas Boulevard westbound

  • 13:00-22:00 June 12: Bonifacio Drive from Anda Circle to Padre Burgos Avenue; Roxas Boulevard from UN Avenue to Padre Burgos Avenue; TM Kalaw from Roxas Boulevard to Taft Avenue; Padre Burgos Avenue and Finance Road

Heightened security and localized transport and business disruptions are almost certain at events and any potential demonstration sites through June 12. Authorities will increase deployment of security personnel, including 1,156 enforcers to facilitate traffic, and may issue terror warnings due to threats posed by militant groups, including Abu Sayyaf Group (ASG), Bangsamoro Islamic Freedom Fighters (BIFF), and New People's Army (NPA) in Mindanao. In previous years, activists have called for anti-foreign interference demonstrations at various locations, including the Bonifacio Shrine, Chinese Consulate, and US Embassy in Metro Manila; dozens to hundreds of protesters typically participate in such gatherings. While rallies that may materialize are likely to remain peaceful, isolated scuffles cannot be ruled out.

Increased congestion and demand for public transport are also probable as a large number of attendees will reach and leave the venues. Increased petty crime is possible in crowded areas nationwide.

Plan for increased security around Independence Day program sites or any rally locations. Avoid any demonstrations due to possible clashes. Seek updated information on protests from trusted local contacts, as activists may not announce rally sites in advance. Allow additional time to reach destinations near likely program and protest venues. Closely guard bags and other valuables in crowded locations. Heed all official advisories and remain cooperative if stopped by authorities for security checks.
