India: Authorities likely to maintain tight security in parts of Mandya District into late September following recent clashes

Officials will likely maintain heightened security in parts of Mandya District into late September following recent unrest. On Sept. 11, clashes erupted between members of two local communities in Nagamangala during a religious procession after assailants threw stones at a Hindu idol. Subsequent violence led to arson targeting vehicles and businesses. Activists held a related protest near a local police station to call for the responsible parties to be held accountable. Officials have arrested 52 people in connection with the incident.

Authorities have imposed a curfew and public gathering restrictions in Nagamangala under Section 144 of the Indian Penal Code through at least Sept. 14. Under Section 144, public gatherings of more than five people, as well as the use of loudspeakers and microphones, are prohibited. The carrying of weapons and the possession and use of fireworks are also banned. Additionally, the government has temporarily closed educational institutions in Nagamangala.

The government could implement further enhanced restrictions, including telecommunication curbs, depending on operational needs. Authorities could also expand such restrictions to encompass additional regions, including Mysuru, if significant violence occurs. Further protests and clashes between various communities or between activists and police cannot be ruled out over the short term. Associated localized transport and business disruptions are likely.

Exercise increased caution if operating in or near Mandya into at least late September. Avoid all demonstrations as a precaution. Depart the area at the first sign of any security disturbance. Plan accordingly for business and transport disruptions. Maintain contact with your diplomatic mission. Heed all instructions issued by local authorities, including curfew measures.
