Niger: Likely increased security following suspected militant attacks Sept. 15-17

Increased security is likely in the coming days following a series of suspected militant attacks, Sept. 15-17. Authorities have reported armed attacks on military positions in the Tillaberi region on Sept. 15, in Chirfa, Agadez region on Sept. 17, and a landmine explosion in the Diffa region on Sept. 16. The incidents resulted in the deaths of at least 12 soldiers; about 30 more were wounded. Authorities have announced that their response led to the arrests of "hundreds" of militants. The Sept. 16 attack has been claimed by the Patriotic Movement for Freedom and Justice (MPLJ), a newer armed group fighting for the liberation of Mohamed Bazoum, the former president who had been ousted in a coup in July 2023. The other two could have been carried out by the al-Qaeda affiliate Jama'at Nasr al-Islam wal Muslimin (JNIM) or the Islamic State.

Authorities could implement movement restrictions, vehicle checks, or curfew measures in impacted areas at short notice in response. Similar attacks and armed clashes between militants, political opponents, and militia personnel cannot be ruled out over the coming days.

Chirfa is about 270km (170 miles) south of the Libyan border; Diffa is on the Nigerian border, about 1,100km (700 miles) east of Niamey; and Tillaberi is about 100km (62 miles) northwest of Niamey.

Due to the threat of further militant violence, exercise heightened vigilance, particularly if operating in the Agadez, Diffa, and Tillaberi regions. Consider traveling with a security escort during daylight hours and only after a detailed review of your route. Heed all official directives. Maintain contact with your diplomatic representation.

Insecurity is prevalent across Niger, particularly in the country's western, northern, and south-eastern areas. Despite current security operations, security forces remain largely unable to counter the threat posed by the numerous militant groups operating in the countrywide. Such armed groups continue to demonstrate a capability to strike civilians and security forces on a regular basis.
