Increased security measures are ongoing in Porgera Valley and its surrounding areas in Enga Province as of Sept. 23 amid ongoing violence between rival tribes seeking control over local mining resources. Authorities have declared a state of emergency in Porgera-Paiela, Kompiam-Ambum, and Wapenamanda districts, which gives police powers to use force against armed individuals. A 18:00-08:00 overnight curfew and an alcohol sales ban is also in effect. Additionally, officials have barred nonresidents from entering Porgera and suspended operations at the Porgera Gold Mine. The armed clashes began Sept. 11 in retaliation for an earlier attack by unauthorized miners on a landowner in August. The violence has resulted in at least 30 deaths, with reports of arson and vandalism targeting residential properties and businesses.
Authorities have deployed hundreds of security personnel to Porgera; however, law enforcement agencies remain generally under-resourced and cannot respond effectively. Further tribal violence, including arson and looting, is likely in the coming days and could spread to nearby areas. Renewed fighting might prompt authorities to extend the state of emergency to other parts of Enga Province.
Due to the security environment, businesses in Porgera and surrounding areas will likely remain closed or may halt operations at the first sign of unrest. Officials may set up checkpoints on main roads leading to and from Porgera, which would likely cause transport disruptions. Flight suspensions are possible at Kairik Airstrip if clashes occur nearby.
