Timor-Leste: Increased security, transport disruptions certain from Sept. 7 for Pope Francis visit to Dili Sept. 9-11

Tight security is certain across Dili, Timor-Leste, from Sept. 7 through Sept. 11 for a visit by Pope Francis Sept. 9-11. Heightened security measures and traffic restrictions will affect event venues, Presidente Nicolau Lobato International Airport (DIL), and hotels and routes used by the delegation. Officials will deploy hundreds of officers to guard events. Commercial flights will be suspended to and from DIL Sept. 9-11. Additionally, security screening delays are possible at DIL ahead of and after the visit as the delegation and tourists arrive and depart the city.

The pontiff is scheduled to arrive at DIL at 14:10 Sept. 9. Later, he will proceed to the Presidential Palace for a welcome ceremony at 18:00, a courtesy visit to the President at 18:30, and a meeting with local authorities, civil society, and the diplomatic corps at 19:00. On Sept. 10, the pontiff will first visit Irmas Alma School for the Disabled at 08:45 before meeting bishops and other members of the national Catholic Church at the Cathedral of the Immaculate Conception at 09:30. At 10:45, he will meet with members of the Society of Jesus at the Apostolic Nunciature. Around 700,000 people could attend the largest event of the visit, when Pope Francis will preside over the Holy Mass at Tasi Tolu at 16:30. On Sept. 11, the pope will give a speech to youths at the Dili Convention Center at 09:30 before finally heading to DIL for a farewell ceremony at 10:45 and his departure flight at 11:15.

Traffic restrictions, including diversions and road closures, are certain near event venues Sept. 7-11, especially ahead of the holy mass Sept. 10. Authorities are advising attendees to walk to Tasi Tolu. Crowds could line streets near event venues to see the pope, though significant disruptions are unlikely at most stops. High demand for hotels and other accommodations in Dili is probable. Closures of educational institutions and businesses along key routes leading to main meeting sites may occur. Although there have been no announced plans, protests cannot be ruled out. Police will likely move quickly to disperse any demonstration that may materialize. An elevated risk of opportunistic crime, such as snatch theft and pickpocketing, is likely at crowded gatherings. Enhanced security measures, including vehicular and pedestrian checks, are probable at sensitive sites like major roadways, government buildings, security installations, and crowded public places across Dili Sept. 9-11.

Avoid event venues as a security precaution if not attending. Limit exposure to gathering sites. Remain aware of your surroundings and secure valuables. Confirm business appointments and transport reservations to, from, and within Timor-Leste Sept. 9-11.
