Further rallies denouncing death of local public official likely in Kerala State, India, through late October. Increased security likely.
Further protests denouncing the death of Kannur Additional District Magistrate Naveen Babu are likely in Kerala State through at least late October. On Oct. 16, various activists staged demonstrations across the state. Revenue employees staged a work stoppage across the state, and activists affiliated with major parties, such as the Bharatiya Janata Party (BJP) and Indian National Congress (INC), observed a shutdown strike (hartal) in Malayalapuzha. Clashes occurred between activists from the youth wing of the INC and police in Kannur District after protesters refused to vacate an area and blocked several roadways.
Additional protest activities of varying types, including sit-ins and strikes, are likely to occur over the coming days. Potential gathering sites include prominent government buildings, public squares, and thoroughfares. Participation will probably vary by locale and sponsoring entity. Authorities are likely to monitor these rallies and may move to disperse overly disruptive crowds. Further clashes between police and activists, as well as between members of opposing groups, cannot be ruled out. Associated localized business and transport disruptions are likely.
As a precaution, avoid any demonstrations that materialize. Depart the area at the first sign of any security disturbance. Allow additional travel time near gathering sites. Plan accordingly for localized business disruptions. Heed all official transport and security advisories.
