Communal violence, civil unrest, and heightened security likely to persist in parts of the Tana River County, Kenya, through late October.

Heightened security and further violence are likely in parts of Tana River County through late October following recent communal clashes. Rival clans from the Waradei and Malakote communities have been clashing in the area since late September over a land and water dispute, leaving up to 18 people killed. Violence initially erupted in the Anole area and then spread to other villages. Despite an increased military presence, violence persists, and at least six people were killed in the Matalaga area on Oct. 9. There are also reports of an unspecified number of injuries and houses burned down, while hundreds of people have fled their localities.

Officials will likely maintain an enhanced security presence and could implement movement-restrictive measures, such as curfews if the security situation does not improve. Additional violence could disrupt business and ground travel in the region. Residents could stage protests denouncing the violence. Gatherings are possible near police stations, along major roads, or near strategic landmarks. There is a threat of violence at all related gatherings.

Avoid all protests, large public gatherings and security force concentrations in the impacted area. Plan for road travel, business operation, and public transport disruptions. Heed the directives of the security forces. If violence erupts, depart the area and seek shelter in a secure, non-governmental building. Do not attempt to cross protester-erected roadblocks.
