Authorities have banned protests and implemented a curfew as of Oct. 10 amid worsening civil unrest in Martinique, with numerous protests related to the high cost of living on the island. The curfew is in effect from 21:00-05:00 daily. Authorities have not announced the duration of the curfew order; it will likely be in effect indefinitely until levels of civil unrest are reduced.

These measures are in response to increased clashes between activists and police. On Oct. 10, demonstrators breached the perimeter of Martinique Aime Cesaire International Airport (FDF) in Fort-de-France and entered the runway, halting flight operations at FDF and diverting at least one flight to Guadeloupe.

At least one person was killed and 12 injured in clashes between police and protesters overnight Oct. 9-10. Civilians looted several stores, set up burning barricades on the street, and threw objects at security forces who responded by using tear gas. Many schools were closed Oct. 10.

Continued civil unrest is likely to last through at least mid-October. In recent weeks, multiple demonstrations and blockades have taken place across the territory to denounce the high cost of living. Protests have been reported in various areas of Fort-de-France, such as Sainte-Therese, Texaco, and Dillon, as well as in the communes of Le Lamentin, Riviere-Salee, Case-Pilote, Le Francois, and Trinite. In previous gatherings, multiple people were injured amid clashes between protesters and security forces, including at least 11 police officers in Le Lamentin Oct. 7. Protesters have regularly blocked key routes across Martinique with burning debris, including parts of the Route Nationale 5 (RN5). Gunfire, looting, and arson attacks have been reported in previous gatherings.

A heightened security presence is almost certain across the island over the coming days. Police will likely have enhanced orders to search and arrest those deemed to be protesting or violating the curfew order; authorities may forcibly disperse protests by firing tear gas and arresting participants. Transport and business disruptions are probable island-wide. Lingering flight disruptions are likely over the coming hours at FDF as airlines work through the backlog of flights. Further clashes between activists and police are possible.

Avoid all protests. If clashes occur nearby, immediately take shelter in a secure, non-government building. Strictly heed the directions of local officials, including protest bans and curfews. Plan for ground travel delays and business disruptions. Plan for disruptions to flights at FDF over the coming hours; do not check out of accomodation until flights are confirmed.
