Heightened security likely, further clashes possible in Jenin, Palestinian Territories, through mid-January. Protests in West Bank possible.

Heightened security and further clashes are likely in Jenin, West Bank, through at least mid-January following clashes between Palestinian Authority (PA) security personnel and militants in Jenin. The confrontations occurred as PA security forces launched an operation in the Jenin refugee camp on Dec. 14 in response to the alleged killing of a senior security officer. Reports indicate that five security personnel, three civilians, and one Islamic Jihad senior commander were killed in the past three weeks. PA officials also intercepted a vehicle bomb they say was due to be used in a terrorist attack.

PA security operations can spark protests or strikes by residents. On Dec. 16, PA security forces used tear gas to disperse a protest in Jenin. On Dec. 22, Hamas, Palestinian Islamic Jihad, and the Popular Front of the Liberation of Palestine issued a joint statement condemning the security force operation and calling for protests. On Dec. 27, Hamas called for protests across the West Bank to condemn the PA's actions. Protests near Jenin are possible and could be well attended. Protests could also occur near the PA's headquarters in Ramallah. Strike actions are possible.

Additional patrols, checkpoints and possible movement restrictive measures are likely in and around Jenin in the coming days. Further clashes between PA security forces and militants cannot be ruled out. Localized unrest could also be sparked in response to any additional security operation. Any related gatherings are likely to be well-policed; clashes are possible. Any strike action could impact business and transport operations.

As a standard precaution, avoid all protests and concentrations of security personnel. Reconfirm the status of road routes before departure. Heed the instructions of security personnel. Travel with identification to facilitate swift movement through checkpoints. Consider avoiding travel to Jenin until the security operation concludes. Reconfirm business appointments and transport services.
