Armed theft and unrest reported in multiple locations in Haiti May 7 and May 9; exercise caution

Incidents of armed theft and unrest have been reported in multiple locations in Haiti on Monday, May 7, and Wednesday, May 9. On the evening of Monday, May 7 (local time), automatic gunfire was reportedly exchanged between rival gangs in Martissant; according to local sources, at least one person was killed. Local media have advised residents to remain vigilant while traveling between Portail de Léogâne and Fontamara on National Route 2.

Also, on Wednesday, May 9, the US Embassy in Port-au-Prince announced it had received reports of armed thieves stopping and robbing vehicles on National Route 1 near the Wahoo Bay Beach Resort. Additionally, on May 9, the US Overseas Security Advisory Council (OSAC) cited reports of protests in the Cazeau area of Port-au-Prince, with participants reportedly burning tires. Additional incidents of armed theft and unrest are expected in Haiti, possibly including in the abovementioned areas, in the coming days and weeks.

Context

Crime rates are very high in urban areas throughout Haiti due in part to gang activity. Theft, kidnapping-for-ransom, and extortion are all common. Foreigners are often specifically targeted due to their assumed wealth.

Advice

Individuals in Haiti, particularly in the abovementioned areas, are advised to remain vigilant, avoid all protests and demonstrations, report all suspicious objects and behavior, follow all instructions issued by local authorities, and take basic security precautions (e.g. keep signs of wealth concealed, drive with doors locked and windows rolled up, avoid walking alone, avoid traveling in isolated urban areas at night, etc.). Do not attempt to resist would-be attackers or thieves and give up all demanded objects to avoid escalating the situation.
