Unidentified gunmen kill public official in Balaoan town (La Union) on November 14; political violence possible ahead of 2019 local and legislative elections

Informational

Event

Unidentified gunmen killed the Vice Mayor of Balaoan town (La Union) on Wednesday, November 14, in a roadside ambush that also injured the incumbent mayor. According to local reports, the gunmen opened fire on the vehicle carrying Vice Mayor Alfred Concepcion and incumbent Mayor Aleli Concepcion, in what police believe may be a contract killing. A heightened security presence is expected in the area in the coming days.

Context

The upcoming legislative and local elections in May 2019 has prompted concerns that politicians face an increasing risk of targeted violence during the campaign period. In October, unidentified gunmen also killed a public official in Sudipen (La Union); police are investigating the role of so-called Private Armed Groups (PAG) which operate in the La Union province.

Advice

Individuals in the Philippines, and particularly those in La Union province, are advised to monitor developments to the situation, remain vigilant for political violence, and adhere to all instructions issued by the local authorities and their home governments.
