Philippines: Tropical Depression Samuel to make landfall on Nov. 21
Authorities warn of possible landslides and flooding in parts of Eastern Samar on November 21 after Tropical Depression Samuel makes landfall

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) is forecasting that Tropical Depression Samuel will make landfall in the southern portions of Eastern Samar between 00:00 and 02:00 (local time) on Wednesday, November 21. PAGASA warned that the storm is expected to bring moderate to heavy rain to the area and may cause flooding or landslides in Visayas, Bicol region, MIMAROPA, and southern Quezon. As of 23:00 on Tuesday, November 20, Tropical Depression Samuel is located approximately 90 km (56 mi) east-northeast of Guiuan and moving at 15 km/h (9 mph) with maximum sustained winds of 55 km/h (34 mph).
