France: Further “yellow vest” protests possible in Paris Dec. 1 /update 9

Event

Although protests associated with the nationwide "yellow vest" movement, launched November 17, have been de-escalating in mainland France in recent days, disruptive protests continue to be reported as of Wednesday, November 28. Roadblocks are maintained in various regions, including in the Île-de-France (Paris region), Brittany, Grand Est, Rhône Alpes, and Normandy regions.

There have been calls for a protest to take place on the Champs-Elysees in Paris from 14:00 to 17:00 (local time) on December 1; however, a spokesperson for the movement has denied that the calls have come from official channels. Should the demonstration take place, associated transportation disruptions, a heightened security presence, and unrest are possible. Clashes occurred between protesters and police in a related protest held on the Champs-Elysees on November 24.

As a reminder, the General Confederation of Labor (CGT) union has announced it will hold an unrelated rally will in Paris from noon at Place de la République on the same day. Associated protests, to denounce falling purchasing power and unemployment, are expected in other cities as well. 

Context

The "yellow vest" movement has been carrying out daily protests since November 17 against rising fuel prices and a planned fuel tax. Hundreds of thousands have engaged in slow-rolling protests to block roads and highways, causing significant traffic disruptions. Two people were killed and over 550 injured in traffic incidents during the height of the protests.

The government is planning a tax increase on fuel prices, including gasoline and diesel, beginning on January 1, 2019, to promote environmentally friendly practices.
