Explosion reported in the PD8 area of Kabul on April 25; details still emerging

An explosion was reported in the PD8 area of Kabul around 10:15 (local time) on Thursday, April 25. According to local media sources, the blast occurred near the Jahan Institute of Higher Education building. National Security Forces (ANDSF) personnel are currently at the scene. According to local authorities, at least three people were wounded and a suspected attacker was killed in the blast. Details are still emerging.

Context

Taliban and Islamic State (IS) militants launch attacks on government personnel, security forces, and civilians in Afghanistan on a near-daily basis. Such assaults are, in part, intended to undermine the perceived capacity of Afghan National Security Forces (ANSF) - and the Afghan government more broadly - to adequately provide security in the wake of the withdrawal of most US-led NATO forces from the country.
