Philippines: Typhoon Ramon remains stationary over Babuyan Islands Nov. 19 /update 5

Event

Typhoon Ramon remained mostly stationary over the Babuyan Islands as of 14:00 (local time) on Tuesday, November 19, bringing heavy rains and strong winds to the region. According to Philippines Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), moderate to heavy rains are expected over Batanes, northern parts of Cagayan, Apayao, and portions of Iloco Norte through Tuesday. Light to moderate rainfall is also forecast in northern areas of Luzon. A storm surge of up to 2 m (7 ft) is possible in La Union and Pangasinan. PAGASA has issued warnings for Tropical Cyclone Winds across Luzon, with possible wind speeds between 121-170 kph (75-106 mph). Around 5000 people were evacuated from Cagayan province on Monday, November 18. 

As of 14:00, Ramon is located at approximately 19.2°N 122.6°E (map here) and is expected to move southwest across Luzon by 11:00 on Wednesday, November 20. The storm is expected to make landfall on Tuesday evening and weaken as it moves across the island.

Associated flooding, landslides, and wind-related damages are expected in the affected areas. Transportation and power disruptions, including flight delays and cancelations, are also possible over the coming days.

Individuals in the affected areas are advised to monitor local weather reports, adhere to instructions issued by local authorities, anticipate adverse weather and power and transportation disruptions, and remember that running water can be dangerous - 15 cm (6 in) is enough to knock over an adult - and never drive through flooded streets; floodwater may also contain wastewater and chemical products.
