Authorities in Zamboanga City, Mindanao Region, will highly likely maintain increased security measures as of Feb. 9, following the discovery of alleged bombing plans by the insurgent Abu Sayyaf Group (ASG). Security personnel had earlier conducted several operations, including one that killed a local ASG leader in the city Feb. 2.

Police and military forces will likely maintain increased patrols, checkpoints, and tightened security at installations in the rural areas and the surrounding waters through mid-February. These measures could prompt localized traffic and business disruptions. ASG members may also attempt to seize hostages, typically soldiers.

Context

Authorities continue to cite the ASG as a threat in the Mindanao area. President Rodrigo Duterte declared martial law in Mindanao in May 2017 following the armed conflict in Marawi; the martial law expired December 2019. While officials say the order achieved its objective and that militant groups are unable to launch further large-scale operations such as the Marawi siege, armed groups continue to carry out attacks in Mindanao, prompting the continuation of Proclamation 55. Duterte is unlikely to lift the proclamation in the near term, as authorities continue to cite militant groups, including ASG, as threats in the region.
